1. This invitation of tenders follows a general procurement notice placed in the leading national dailies dated 21.12.2011 and its electronic version on the internet

2. KAIZEN POWER LIMITED (KPL) is setting up 1 X 300 MW Thermal Power Project at APSEZ Atchutapuram, District Vishakhapatnam in the State of Andhra Pradesh, India.

3. Now, KPL invites sealed Bids from eligible bidders for Design, Engineering, Procurement and Construction, erection, Testing and Successful Commissioning and Commercial Operation including mandatory and recommended spares required for 1 X 300 MW Thermal Power Project at APSEZ Atchutapuram, District Vishakhapatnam in the State of Andhra Pradesh, India.
4. The Brief Scope of Work:
Kaizen Power  Limited a part of Abhijeet Group is setting up a 1 X 300 MW Thermal Power Plant at APSEZ Atchutapuram, District Vishakhapatnam in the State of Andhra Pradesh, India, invites sealed Bids from eligible bidders for Design, Engineering, Procurement ,Construction, erection, testing and successful commissioning and commercial operation including supply of mandatory and recommended spares required for 1X300 MW TPP. The Plant shall comprise of but not limited to the followings:-That is Steam Generator & associated equipments , Steam Turbine along with associated equipments, ESP (Dust Precipitation & control system ),Control & Instrumentation Equipments along with Station C & I Packages ( DDCMIS) , Master slave clocks, gas analyzers, UPS, Field instruments along with it’s all associated equipments & cables to complete the system,Condensate system comprising of surface condenser ,Gland steam condenser,2X100 % vacuum pumps, Regenerative feed cycle along with its  auxiliaries comprising of Condensate Extraction Pumps, LP heaters, Deaerator, Boiler Feed Pumps, HP Heaters along with associated piping, Power Cycle piping and valves including Aux Steam PRDS,HP/LP by pass system, Chemical Dosing system, Hot-well make pumps, Close circuit DMCW system, Central Lube Oil Storage tank & transfer pumps, Transformers (GT,UAT,ST),Generator, GT & UAT Relay panels, DDCMIC for Plant C&I system, Electrical control system, Special tools and Tackles, Coal Bunker , Mill & Mill Bay Structure, Condensate storage Tank, Generator Bus Duct (IPBD & associated equipments),UAT Tap-off Bus, Condenser On load Tube Cleaning System, Balance of Plant & machinery , Laboratory instruments, maintenance equipment & any other equipment required for system completion etc. on F.O.R. site basis. Scope of services shall also include arrangement of complete transportation of above equipment, port clearance, custom clearance (wherever applicable), statutory clearances till hand over to owner,  within battery limit &  installation, erection, supervision, testing & commissioning of the above.
The Bidder shall consider the Bidding documents in their entirety for a complete understanding and interpretation of the Work and shall submit a Bid that meets the complete requirements of the Bidding documents. The Contract for EPC package shall be on Firm Price basis till complete execution.
The above scope of work is indicative and the detailed scope of work is given in the Technical Specification of the bidding documents which are available for inspection and sale as stated herein.
Time for completion schedule as given below and shall be effective from the date of   entering of LOI with the successful bidder and issue of notice to proceed.

Completion Schedule: 20 Months from date of signing of Contract.

Bidding will be conducted through the international competitive bidding procedures usually adopted by multilateral development agencies and are open to all bidders from eligible source countries".
KPL intends to finance Thermal Power Project through its Own Sources /Borrowings.

Note: The Contract with successful bidder shall be divided into four Parts
  1. Contract for Offshore supply
  2. Contract for Onshore supply
  3. Contract for Civil and structural works
  4. Contract for Erection and Commissioning works.

Non Refundable fee of INR * (vide schedule)- per set for Indian Bidders and US $ * (vide schedule) per set for Foreign Bidders payable by way of Demand Draft drawn in favour of KAIZEN POWER LIMITED payable at Nagpur, India


6. i) All bids must be accompanied by Bid Security by way of  Bank  Guarantee for an amount equivalent to INR *(vide schedule), as per the Performa of Bid Guarantee attached in Volume-I, Conditions of Contract of Bid documents. If the Bid Price is quoted in more than one currency, the Bid Security shall be in US Dollars. Bids not accompanied by the requisite Bid Security as above in a separate sealed envelope or bids accompanied by the Bid Security of inadequate value shall not be entertained and in such cases, bids shall be returned to the Bidders without being opened. Late bids will be rejected. Bids will be opened in the presence of bidder's representative(s) who choose to attend the bid opening as scheduled above at Kaizen Power  Limited, Level 6, Landmark Building, Ramdaspeth, Nagpur 440010, Maharashtra, India.

7. Benefits/Exemptions
Qualifying requirement, benefits / exemptions: KPL shall approach the concerned departments of the Government of India for benefits/exemption under several schemes like JNNSM/ Deemed Export Benefit / EPCG Scheme and bidders shall note the same while they quote for tender.

8. Qualifying requirement for Bidders:  

i) The Bidder shall provide satisfactory evidence that he and/or, where applicable, his collaborator/associate is a manufacturer, who regularly manufactures equipment of the type specified and/or undertakes the type of work specified and has adequate technical knowledge and relevant experience.

ii) Does not anticipate a change in ownership during the proposed period of execution of work (if such a change is anticipated, the scope and effect thereof shall be defined).

iii) Has adequate financial stability and status to meet the financial obligations pursuant to the works covered in the Bidding Documents. (The Bidders should submit Five (5) copies of their profit and loss account and balance sheet for the last Three (3) years).

iv) Have an adequate design, manufacturing and/or fabrication capability and capacity available to perform the work properly and expeditiously within the time period specified. The evidence shall specifically cover, with written details, the installed manufacturing and/or fabrication capacities and present commitments (excluding those anticipated under this specification). If the present commitments are such that the installed capacity results in an inadequacy of manufacturing and/or fabrication capacities to meet the requirements appropriate to the works covered in his bid, then the details of alternative arrangements to be organized by the Bidder and/or his associate for this purpose and which shall meet the Employer's approval, shall also be furnished.

v) Has an adequate project management organization covering the areas related to engineering of equipment/systems, interface engineering, procurement of equipments and the necessary field services required for successful construction, testing and commissioning of all the power plant equipments and systems covered in the scope of work for this contract and as required by the Bidding documents.

vi)  Has established quality assurance systems and organization designed to achieve high levels of equipment/system reliability, both during his manufacturing and/or fabrication and field installation activities.

vii) Having bagged an order of execution of power project for at least 100 MW and which either has completed or under completion.

 A company formed by the merger of two or more companies or divisions of such companies engaged in supply and installation of power generation equipments can also participate provided the constituent companies before merger individually or jointly meet the stipulated qualification requirements fully.

 Notes :
         Bidder shall mean to include its Associates and Affiliates.
         INR means the national currency of the Republic of India.
