Amendment to IFB Bid

Abhijeet Infra Pvt. Ltd. (AIPL) is executing many packages for Corporate Power Limited (CPL), which is now setting up a Power Project of 1215 MW under "Matrishri Usha Jayaswal Mega Power Plant" and now invites sealed bids from eligible bidders on EPC basis for Construction Ash Dyke near Chandwa, Dist Latehar, Jharkhand

1. AIPL an Abhijeet Group company has been awarded the work for construction of complete Ash Dyke for CPL's Power Project.
The Brief Scope of Work:-
The scope of work includes the construction of Ash Dyke, Run off water decantation structure, Run off water ponds, Roads & drains, including supply of material at site, successful completion of entire work and Comprehensive insurance till handover of the project to the Owner with all applicable statutory compliance on EPC basis.
The Bidder shall consider the Bidding documents in their entirety for a complete understanding and interpretation of the Work and shall submit a Bid that meets the complete requirements of the Bidding documents.
The above scope of work is indicative and the detailed scope of work is given in the Technical Specification of the bidding documents which are available for inspection and sale as stated herein.
The Contract for EPC package shall be on Firm Price basis till complete execution
Time for completion of the EPC Contract of construction of Ash Dyke in all respects for Commercial Operation will be 18 months from the date of issue of LOI

2. Bidding will be conducted through the international competitive bidding procedures usually adopted by multilateral development agencies and are open to all bidders from eligible source countries".

3. AIPL intends to finance the Construction of Ash Dyke through its Own Sources /Borrowings.

4. Detailed Specifications and Scope of Work is listed in the Bidding Documents, which are available for inspection and sale at the address given below and in accordance with the following schedule:

5. All bids must be accompanied by Bid Security for an amount equivalent to INR 5.00 lac, either in bid currency or in equivalent US Dollars in the form of Bank Guarantee as per the Performa of Bid Guarantee attached in Volume-I, Conditions of Contract of Bid documents. If the Bid Price is quoted in more than one currency, the Bid Security shall be in US Dollars. Bids not accompanied by the requisite Bid Security as above in a separate sealed envelope or bids accompanied by the Bid Security of inadequate value shall not be entertained and in such cases, bids shall be returned to the Bidders without being opened. Late bids will be rejected. Bids will be opened in the presence of bidder's representative(s) who choose to attend the bid opening as scheduled above at Abhijeet Infra Pvt. Ltd., 803, Mahabir Tower, Main Road, Ranchi 834 001.

6. Benefits/Exemptions

AIPL shall approach the concerned departments of the Government of India / State Government for benefits/ exemption under several schemes for Units located in backward area. Accordingly, the Owner will avail the benefits if any in respect of taxes/duties/benefits, the Cost of bidding documents and requirements regarding Bid Security etc. are elaborated above.

7. Qualifying requirement for Bidders:

7.1 In addition to the requirement stipulated in Volume - I Section - B Instruction to Bidders (ITB), the Bidder should also meet the qualifying requirement stipulated hereunder :

7.2 The Bidder shall have adequate financial resources to undertake such projects and in no case its net worth, as at the last day of the preceding financial year shall be less than INR 20.00 Million. The same shall be supported by audited balance sheet of the preceding year.
OR
In case of Bidder, not having net worth as specified in this clause shall provide firm commitment from its bankers/investors, by way of a letter of committing at least INR 20.00 Million in favor of the Bidder towards undertaking this EPC Contract.

7.3 The average turnover of the Bidder in the preceding three financial years (2004 - 2005, 2005 - 2006 & 2006-2007) should not be less than INR 200.00 Million at the time of Bid opening. If the average turnover of the Bidder in the preceding three financial years is less than INR 200.00 Million at the time of Bid opening, the Bidder is qualified subject to the condition that his Principle will provide a joint undertaking of successful execution of this project
7.4 The Bidder should have executed single order of worth INR 50.00 Million.

Notes :

Bidder shall mean to include its Associates and Affiliates.

INR means the national currency of the Republic of India.

Net Worth means the sum total of paid up share capital and free reserves reduced by any debit balance of the Profit & Loss account and miscellaneous expenditure not written off. Free Reserves under shall not include reserves created from revaluation of assets, write back of depreciation provisions and amalgamations.

Other Income shall not be considered for arriving at annual turnover.

In case of Bids in other currencies other than INR, exchange rates seven (7) days prior to date of opening of Bids shall be used.

8. QUALIFICATION REQUIREMENT AND ELIGIBILITY CRITERIA OF BIDDERS FOR CONSTRUCTION OF ASH DECK AND PERIPHERAL

[I]. The Bidder should have experience in executing similar types of jobs of reputed organization.
[II]. The Bidder also Capable of doing Land Survey and Soil investigation and landscaping work and development of infrastructure such as Construction of Road, and drainage system and arrangements of street lights etc. by own as per requirements of the projects.
[III]. Has adequate financial stability and status to meet the financial obligations pursuant to the works covered in the Bidding Documents. He should have credential of doing the at least 5.0 crores of such type work in single contract. (The Bidders should submit Five (5) copies of their profit and loss account and balance sheet for the last Three (3) years).
[IV]. Has an adequate project management organization and having capability of to fulfill requirements of tools, tackles ,construction equipments, skilled and unskilled labours, supervisors And Engineers to cover as and when covering the areas related to engineering of equipment/systems, interface engineering, procurement of equipments and the necessary field services required for successful construction, testing and commissioning of all the power plant equipments and systems covered in the scope of work for this contract and as required by the Bidding documents.
[V]. Has established quality assurance systems and organization designed to achieve high levels of equipment/system reliability, both during his Casting / fabrication and field installation activities.
[VI]. It should be capable of proper planning for procurement and maintaining the flow of require construction materials as per requirements for smooth progress of the projects.

9. A Pre-bid meeting will be held in the office of AIPL at 803, Mahabir Towers, Main Road, Ranchi, India as scheduled above to clarify the bidders regarding queries related to the exact scope of work, technical specification of the equipments and any other issue related to the bid as such.

10. AIPL reserves the right to reject any or all of the Bids or cancel/withdraw the Invitation for Bidding without assigning reasons and in such a case no Bidder/Intending Bidder shall have any claims arising out of such action.

11. A complete set of Bidding Documents may be purchased by any interested Bidder on submission of written application and a non refundable payment for amount as mentioned in Clause 4 of this IFB in the form of a Demand Draft drawn in favour of "Abhijeet Infra Private Limited" payable at Ranchi, India, on all working days as per schedule given at clause 4 above. Issuance of Bid Documents shall not be construed that such Bidders is considered to be qualified.

12. Bids prepared in English only shall be accepted.

13. Detailed specification and scope are given in the bidding documents, which are available for examination and sale at the address given below and as per the schedule given.
